The first decade of SURE’s work (1990-2000) follows a program approach of
integrated rural development focusing on service delivery. This contributes to
building relations with communities and other stakeholders in
institutionalizing rural development in a difficult terrain. In this process,
SURE is honed into a robust and tenacious personality.
The transition in the second decade onwards (2001-2015) is to a program approach focusing on facilitating community institutions and processes for accessing quality services, skills, initiating innovations and participating in good governance for ensuring basic entitlements. This new approach bases itself on the strong community ties and organizational strengths gained in the first decade of development work among the desert communities.
